City of Fargo The City of Fargo is located in Cass County, North Dakota, along the Red River of the North which forms the border between Minnesota and North Dakota. An estimated 99,200 people live in Fargo. Libraries The Fargo Public Library, with three locations in Fargo, North Dakota, provides educational and entertainment materials for people of all ages. Hector Airport 2007 was the second busiest year in terms of total passengers for the airport. Nearly 600,000 passengers either enplaned or deplaned at Hector International Airport. In 2006, the Municipal Airport Authority initiated a terminal expansion project to meet the needs of the passenger terminal of the next twenty years and construction was completed in 2008.
